High tech leads the way for rapid economic development

In the first half of this year, the high-tech industry in Yinzhou District, mainly focused on mechatronics and new materials, achieved a profit of 490 million yuan, an increase of 90% compared to the same period last year. For the first time, the profit exceeded the clothing industry, which had the largest total profit (365 million yuan in the first half of the year), accounting for the first place. Among enterprises above designated size in the area, the proportion of high-tech product output value to the total industrial output value has reached 32.3%.

Like Yinzhou District, high-tech industries, as the primary economic growth point, have rapidly developed throughout the city and become a pillar industry for the city's economic development. According to the statistics of the Municipal Science and Technology Bureau, from January to June this year, the output value and sales volume of high-tech products in the city reached 27.111 billion yuan and 25.434 billion yuan, respectively, an increase of 36.4% and 42.8% compared to the same period last year. The increase in profits, taxes, and foreign exchange earnings was even greater, with year-on-year growth of 51.8% and 58.5%, reaching 3.454 billion yuan and 592 million US dollars, respectively. In the first half of this year, out of the 21.46 billion yuan of industrial added value achieved by enterprises above designated size in the city, 6.642 billion yuan was contributed by high-tech industries, accounting for approximately 31%.

In 1995, the high-tech industry in our city was still in its infancy. At that time, among enterprises above designated size, the output value of high-tech products was only 6.03 billion yuan, accounting for only 8.8% of the total industrial output value. The export value of high-tech products accounted for only 10% of the delivery value of industrial exports. Since 1998, especially since the implementation of the "No.1 Project" of revitalizing the city through science and education, the Municipal Party Committee and Government have been keenly focused on supporting and developing high-tech industries as the top priority of scientific and technological economic work, with a focus on supporting high-tech industries such as electronic information and new materials. As a result, the city's high-tech industries have developed at a rate twice or even more than the industrial growth rate every year, greatly promoting the adjustment of the city's economic structure. In 1998, the total industrial output value of enterprises above 5 million yuan in the city was 94 billion yuan. By 2001, this output value was 163 billion yuan, with an average annual growth rate of 20%. Among them, the output value of high-tech products from enterprises above designated size increased from 14.82 billion yuan in 1998 to 42.42 billion yuan in 2001, with an average annual growth rate of 41%. Due to the rapid growth of high-tech industries, the proportion of high-tech product output value in the total industrial output value of enterprises above designated size in the city is also increasing, from 15% in 1998 to 26% in 2001. In the first half of this year, this proportion continued to rise, reaching 29.4%. Moreover, the profits and taxes of high-tech industries in our city have also grown rapidly. The profits and taxes of high-tech enterprises above designated size have increased from 1.465 billion yuan in 1997 to 5.857 billion yuan in 2001, with an average annual growth rate of 42.9%. The proportion of profits and taxes of industrial enterprises above designated size has increased from 16.7% in 1997 to 27.5% last year. Ningbo City has been approved by the Ministry of Science and Technology to become the National Torch Electronic Information Industry Base and the National New Materials Industrialization Base.

The rapid development of high-tech industries has greatly promoted the upgrading and upgrading of traditional industries and the formation and growth of emerging industries in our city, continuously improving the level of industries. In recent years, the traditional mechanical and electrical industry has continuously infiltrated high-tech, and its products have gradually "transformed" into high-tech products in the field of optical and mechanical integration. There have emerged high-tech products such as intelligent injection molding machines, highly reliable reactive energy meters, power transmission and transformation equipment, automotive parts, elevator traction machines, etc. These products have a high market share in China. The scale of the new materials industry continues to grow, and the field continues to expand. On the basis of continuously expanding industries such as neodymium iron boron strong magnetic materials and powder metallurgy materials, polymer materials, nanomaterials, new energy materials, semiconductor materials, and new vehicle materials have emerged. Among them, the production of strong magnetic materials accounts for half of the country and a quarter of the world. New materials such as high-strength and high modulus polyethylene fibers, high-performance hydrogen storage materials, modified engineering plastics, and integrated circuit silicon materials have become the largest production base in China. Ningbo has also become a national base for the transformation and industrialization of new material achievements. The electronic information industry has developed rapidly from small to large, with almost all components in computer products produced in Ningbo, except for the central processing unit (CPU). The electronic information industry, including communication products, electronic components, digital cables, integrated circuits, and software, has rapidly grown, and many products are in a leading position in China. Our city has also been recognized as the Ningbo Electronic Information Industry Base of the National Torch Plan. In addition, many high-tech products in the fields of biology and medicine, energy conservation and environmental protection have grown from scratch and from small to large, with the fastest development in recent years. High tech is still widely used in agriculture, and through the transformation of biotechnology and facility agriculture technology, it has caused an agricultural science and technology revolution in our city. The application of molecular marker hybridization breeding has led to the cultivation of excellent new varieties such as green shell egg duck and giant long haired rabbit, and the organization and implementation of a series of high-tech projects such as cow embryo transfer, shrimp internal circulation intensive ecological breeding, and deep-sea hidden net breeding, greatly promoting the development of efficient agriculture and the adjustment of agricultural industrial structure.

The rapid development of high-tech industries has led to an increase in the export of high-tech products year by year, changing the export pattern of our city that has been dominated by electromechanical and light textile products for many years. In 1999, high-tech products exported by enterprises above designated size in our city earned 389 million US dollars in foreign exchange, accounting for 10.4% of the export delivery value of industries above designated size that year. By 2001, the export of high-tech products had reached 1.038 billion US dollars, accounting for 19% of industrial export delivery value. The average annual growth rate of high-tech product exports was 32%.

The high-tech industry has also driven the upgrading and expansion of enterprises, thereby enhancing their competitiveness. In 1997, there were only 27 municipal level high-tech enterprises in the city, and there were no national level high-tech enterprises. As of this year, there have been 150 high-tech enterprises in the city, of which 29 have been upgraded to national level high-tech enterprises. Among these high-tech enterprises, there were 37 with a production value exceeding 100 million yuan last year, an increase of 23 compared to 1999, and 5 with a production value exceeding 500 million yuan. Among them, Ningbo Bird Co., Ltd. and Ningbo Samsung Group became the largest high-tech enterprises in our city with a production value of 3 billion yuan and 1.8 billion yuan respectively last year.
